Occupation Certificate Approval for Buildings in Goulburn

Occupation Certificate (OC)

An Occupation Certificate is required before a new building, or part of a building, can be legally occupied or used. For projects in the region, an accredited certifier can issue an Occupation Certificate once construction has been completed in accordance with approved plans and Occupation Certificate NSW regulations.


This is the final step in the development application and construction process. For staged works, a partial OC may be issued. This allows you to occupy the part of the building to which the partial OC relates through an Interim Occupation Certificate, where only part of the building is ready for use.


For an OC to be issued, the building or development must:

  • Meet development consent requirements and regulatory standards following a Building Completion Inspection in Goulburn
  • Be suitable for occupation (in accordance with the relevant Building Code classification) before a Final Occupation Certificate or Residential Occupation Certificate Approval can be granted.
